feat: clean up wms tiler and pipeline workflow

Danielle Gatland requested to merge fixes-for-full-pipeline into main

Clean up the WMS tiler to handle unexpected server exceptions and to skip already saved files in subsequent runs if errors are incurred.

Also fix some small workflow errors/warnings in the prediction workflow.
