integrate into oshdb repository

to make releasing the oshdb easier, it would help to have this module directly integrated in https://github.com/giscience/oshdb – this would allow publishing a new release in one step instead of having to pre-publish the OSHDB core/utils, then updating the filter here before the oshdb-api can be updated & published.
