counts do not work correctly with empty keys and values params

When requesting counts for all objectsby leaving keys and values empty (keys='', values='') results are wrong. This has to do with this backend issue: https://gitlab.gistools.geog.uni-heidelberg.de/giscience/big-data/ohsome/ohsome-api/issues/72
